What is P3O?

The fact that in today’s world all organizations (commercial and public) have to implement and maintain the ability to effectively introduce business changes creates an evident challenge.

P3O is a guidance for building or re-vitalizing organizational units that provide support for projects, programmes and portfolios. Usually they are called Project Offices, Programme Offices or Portfolio Offices.

The P3O services can be delivered by way of a single, constant office or alternatively by way of a series of constant offices interconnected with each other (supporting senior management in the consistent realisation of strategic goals and goals of opportunity – which support specific programmes and projects).

More about P3O

The strategy of a company can be based on maintaining normal business operations (ie. ‘business as usual’) or could be about frequent business changes (innovations, enhancements etc.). To bring in smaller changes all that’s required is a project minded approach, such as that of the PRINCE2 methodology. Larger changes and transformations should be treated as a programme and managed by way of MSP methodology. In order to ensure proper governance in the field of business change there needs to be a management level that brings together the management of all change initiatives (programme and project). MoP – Management of Portfolios is one appropriate guide for this. All these methods and guides, together with the art of risk management (ex. M_o_R – Management of Risk) or knowledge management, can help embed the appropriate elements of governance in an organization as shown in the diagram below:

Training and familiarization of all this methodology and all these guides is an imperative condition of creating governance in an organization, but still isn’t enough. Governance must be established and this is the responsibility of the managers of the organization. “Responsibility” doesn’t necessarily mean that the manager has to do the work personally. The manager can assign this work to someone who will establish and help maintain governance. All guides and methodology related to business change teach the implementation of business change, including how business change is incorporated into the organization and how the targeted organization provides mutual support throughout the change process. This support can be offered by the P3O: Portfolio, Programme and Project Offices.

The purpose of the P3O is to provide guidance universally applicable to all manner of organizations - smaller and larger, consolidated or stretched out geographically - and establishes a support structure that will facilitate:

  • Effective portfolio management and the achievement of business objectives. Senior management will be able to make informed strategic decisions, prioritize, manage risk and optimize resources
  • Using programmes and projects in order to identify and realise business outcomes and benefits
  • Achieving the desired benefits of a project that’s completed and delivered successfully, on time, on budget and meeting quality standards.

P3O delivers, among others:

  • Business Case for Portfolio, Program and Project Offices (P3O) – the way in which P3O delivers organizational quality, useful in instances where project offices are seen as cost centers
  • The way to implement P3O (recommended programme approach), and which functional model to employ and how to apply P3O to programme initiatives
  • Lifecycle of the P3O
  • Measures of the P3Os effectiveness
  • Tools and techniques for the P3Os.
